GENERAL INFORMATION
BALTIC SURVEYING is international scientific journal issued as online (ISSN 2255 – 999X) edition. The periodicity of the journal is 1 or 2 volume per year.
It is jointly issued by consortium of:
Department of Land Management and Geodesy of Latvia University of Life Sciences and Technologies, Latvia
Department of Real Estate Management and Regional Development of University of Warmia and Mazury in Olsztyn, Poland
Institute of Geodesy of University of Warmia and Mazury in Olsztyn, Poland
Institute of Land Use Planning and Geomatics of Aleksandras Stulginskis University, Lithuania
The journal includes original articles on land administration, land management, real property cadastre, land use, rural development, geodesy and cartography, remote sensing, geoinformatics, other related fields, as well as education in land management and geodesy throughout the Baltic countries, Western and Easten Europe and elsewhere. The journal is the first one in the Baltic countries dealing with the mentioned issues.
Journal disseminates the latest scientific findings, theoretical and experimental research and is extremely useful for young scientists.
Scientific journal BALTIC SURVEYING contains peer review articles. International reviewing of articles is provided by Editorial Committee. For academic quality each article is anonymously reviewed by two independent anonymous academic reviewers having Doctors of science degree. Names of reviewers are published in the reviewer list. Articles have passed cross-ref test as well.
Editorial Committee makes the final decision on the acceptance for publication. Each author himself is responsible for high quality and correct information of his/ her article.

The ethics statements of the scientific journal „Baltic Surveying” are based on the Code of Conduct and Best Practice Guidelines for Journal Editors of the Committee on Publication Ethics (COPE). It is necessary to agree upon standards of expected ethical behaviour for all parties involved in the act of publishing: the author, the proceedings editor, the peer reviewer and the publisher.
DUTIES OF EDITORS
Publication decisions
The Editorial Commitee (hereafter - editor) is responsible for deciding which of the articles submitted to the journal should be published. The editor may be guided by the policies of the proceedings editorial board and constrained by such legal requirements as shall then be in force regarding libel, copyright infringement and plagiarism. The editor may confer with other editors or reviewers in making this decision.
Fair play
The editor may at any time evaluate papers for their intellectual content without regard to race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy of the authors.
Confidentiality
The editor and any editorial staff must not disclose any information about a submitted article to anyone other than the corresponding author, reviewers, potential reviewers, other editorial advisers, and the publisher, as appropriate.
Disclosure and conflicts of interest
Unpublished materials disclosed in a submitted article must not be used in an editor's own research without the express written consent of the author.
DUTIES OF REVIEWERS
Contribution to editorial decisions
Peer review assists the editor in making editorial decisions and through the editorial communications with the author may also assist the author in improving the paper.
Promptness
Any selected referee who feels unqualified to review the research reported in a paper or knows that its prompt review will be impossible should notify the editor and excuse himself from the review process.
Confidentiality
Any paper received for review must be treated as confidential document. They must not be shown to or discussed with others except as authorized by the editor.
Standards of objectivity
Reviews should be conducted objectively. Personal criticism of the author is inappropriate. Referees should express their views clearly with supporting arguments.
Acknowledgement of sources
Reviewers should identify relevant published work that has not been cited by the authors. Any statement that an observation, derivation, or argument had been previously reported should be accompanied by the relevant citation. A reviewer should also call to the editor's attention any substantial similarity or overlap between the articles under consideration and any other published paper of which they have personal knowledge.
Disclosure and conflict of interest
Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage. Reviewers should not consider papers in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
DUTIES OF AUTHORS
Reporting standards
The authors of the reports of original research should present an accurate account of the work performed as well as an objective discussion of its significance. Underlying data should be represented accurately in the paper. A paper should contain sufficient detail and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behaviour and are unacceptable.
Data access and retention
The authors are asked to provide the raw data in connection with a paper for editorial review, and should be prepared to provide public access to such data (consistent with the ALPSP-STM Statement on Data and Databases), if practicable, and should in any event be prepared to retain such data for a reasonable time after publication.
Originality and plagiarism
The authors should ensure that they have written entirely original works, and if the authors have used the work and/or words of others that this has been appropriately cited or quoted.
Multiple, redundant or concurrent publication
An author should not in general publish articles describing essentially the same research in more than one journal or primary publication. Submitting the same paper to more than one journal concurrently constitutes unethical publishing behaviour and is unacceptable.
Acknowledgement of sources
Proper acknowledgment of the work of others must always be given. Authors should cite publications that have been influential in determining the nature of the reported work.
Authorship of the paper
Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as co-authors. Where there are others who have participated in certain substantive aspects of the research project, they should be acknowledged or listed as contributors. The corresponding author should ensure that all appropriate co-authors and no inappropriate co-authors are included on the paper, and that all co-authors have seen and approved the final version of the paper and have agreed to its submission for publication.
Hazards and human or animal subjects
If the work involves chemicals, procedures or equipment that have any unusual hazards inherent in their use, the author must clearly identify these in the article.
Disclosure and conflicts of interest
All authors should disclose in their article any financial or other substantive conflict of interest that might be construed to influence the results or interpretation of their paper. All sources of financial support for the project should be disclosed.
Fundamental errors in published works
When an author discovers a significant error or inaccuracy in his/her own published work, it is the author’s obligation to promptly notify the journal editor or publisher and cooperate with the editor to retract or correct the paper.

REQUIREMENTS ON COMPOSITION OF ARTICLES

The volume of the article is 5-10 pages (pages are numbered); the manuscript should be laid out on a A4 size paper (MS Word, Unicode Times New Roman) and set in a single column; line spacing – Single; margin indents – 20 mm from top and bottom, and 25 mm from left and right side.
Article should conform to the standard language (British English) usage requirements. Non-standard and uncommon abbreviations should be avoided, but if essential they must be defined at their first mention in the article itself. Authors are responsible for any conflict of interest and/or plagiarism.
As decimal point in the text, tables and figures is used point (.).
References in the text are given in parentheses, e.g. (Jacob, 1998). More than one reference can be separated using semicolon (Sala, 2018; Ваксанский, 2008). Use only approved scientific sources, statistics pages, manuals, datasheets, application notes etc. as online references. Self-citation should not exceed 20 %.
Full list of bibliography sources in alphabetical order is given in References, first of all sources in Latin letters, after in Cyrillic. Sources in the list are written in the original language. For sources in other languages, except English, after title in brackets is provided translation of the title into English, in the end in brackets original language is specified.
Structure of the paper
Title of the Paper
Author’s surname and name. Author names should be written in English fully, without abbreviations.
Name of university or authority
Abstract (up to 250 words). The abstract should briefly describe the question posed in the paper, aim and tasks of the research, the methods used to answer this question, the results obtained, and the conclusions. It should be possible to determine the major points of a paper by reading the abstract. Although it is located at the beginning of the paper, it is easiest to write the abstract after the paper is completed.
Key words (not more than 5 items)
Introduction which includes description of the situation and problems, aim and tasks of the research, materials and research methods applied. Introduction should clearly justify the rationale of the study with appropriate theoretical and empirical backgrounds. This section should include the reference of existing literature, credible information and data, and any theoretical support for describing why the current study is a worthy scientific work. Introduction section should avoid survey or a summary of the results. If a separate literature review section is necessary, it can be placed immediately after introduction.
Methodology of research and materials. Methodology of research and materials should explain the data source (if any) and the empirical methodologies used in the manuscript. Proper reference should be maintained, if the paper is produced by following any published methods. It should describe what was actually done including description of the techniques used so someone could figure out what experiments were actually done.
Discussion and results (includes tables, figures and formulas, data source references; text may be subdivided into chapters). This section discusses the original experimental findings, which should present clear and concise. Only results essential to establish the main points of the work should be included. Numerical data should be analyzed using appropriate statistical tests. Discussion should be concise and include brief statements of the principal findings, the validity of the observations, the findings in light of other published work dealing with the same or closely related subjects, and a statement of the possible significance of the work. Do not simply restate the results, explain your conclusions and interpretations – how did your results compare with the expected results, what further predictions can be gleaned from the results, etc.
Conclusions and proposals. Every single article published must contain some specific policy implication for policy planner of the appropriate regions or country under study. If the paper is of theoretical nature, the idea of such paper is even more valuable. The conclusion should clearly state the major findings of the paper without much repetition.

Design of the figures and charts:
to get high quality figures, in computer they are designed in greater size (minimum 300 pt) in format tif or jpg; they are accordingly reduced by commitment in the text;
charts in the text must be inserted as Microsoft Excell chart object, due to possibility to change fonts;
each figure has a serial number (in Arabic numerals) and title;
number and title of the figure are placed below the figure, in the some paragraph after number of the figure, e.g. Fig. 1. Title;
one line interval have to be reserved between:
- text of the paper and figure;
- figure and figure’s number and title;
- figure’s number and title and subsequent text of the paper;
if provided figure has been published in another source, a primary source have to be indicated below the figure, e.g. Source: ....;
references to the figures have to be made in the text.

for design of the formulas software MS Equation is used;
each formula has a serial number (in Arabic numerals);
number is placed in parentheses; at the right margin; on the level of lower line of formula, e.g. (1);
below the formula an interpretation of symbols used in formula have to be written;
number of formula and interpretation of symbols are written using font size 11 pt; style and type of the letters – Regular;
